RSCo is Bill Sario, and Bill has been specializing and excelling in getting construction projects completed on time, on budget, and safely, while striving for zero litigation. As a senior manager, he has represented many companies in a wide variety of public and private projects.

As a construction professional with 35 years of experience and over 300 different projects, Bill has accumulated a unique skill-set. One that allows him to take any project from inception to close-out. He is credited as manager on some of the most challenging projects in the San Joaquin Valley, including state prison expansions, the largest cheese plant in the US, countless bridges, mega warehouses, extreme water projects, and the California High Speed Rail project.

Being an experienced problem solver and troubleshooter has allowed him to recognize and steer through or around most construction or design challenges. He has managed hundreds of smooth and successful projects with little conflicts. He has become both a teacher and student of construction making him a powerful manager with unlimited abilities and range.

Bill has been in the heavy construction industry for most of his life, much of it as owner/operator of a successful mid- sized heavy civil construction firm. He has been at-risk manager for jobs up to 14 million dollars. From 2015 to 2017, he was fortunate enough to work on the California High Speed Train Project being responsible for almost 500 million dollars in utility relocations, spanning over 600 individual projects.
